Election observers Inna Karezina, Kirill Samodurov and the expert of ‘Golos’ movement Vasily Weissenberg submitted a report to CEC addressing the electoral fraud committed by the election officials of Korolev city election commissions on September 18, 2016. The evidence was submitted to the CEC working group responsible for supervision of territorial election commission (TEC) of Korolev.

On page 31, the document covers the violations of election observers’ rights (restricted access to the premises of election commissions, illegitimate expulsions), rigging final protocols in TEC premises, numerous violations of the procedure for drafting protocols and determining voting results. A separate section is dedicated to the evidence of electoral fraud committed by election officials in voting capacity and information on the complaints adjudicated by the election commission of Moscow Region.

The report initiators insist on bringing to justice the election officials of PECs and TECs for their fraudulent actions, not limited to their ‘voluntary resignation’ and selecting election officials from among the presently active citizen organizations, independent of the city administration.

The election held in Korolev, Moscow region, got federal attention after a series of dismissals of PEC members in voting capacity. As election observers found out, the voting results could have been rigged at such polling stations.

The CEC instructed the election commission of Moscow region to initiate investigation against the Korolev election commission. The regional commission followed the order. It took two working days, though no serious violations were found. Afterwards, the Central Election Commission announced a working group on repeated investigation against the Korolev TEC. The next day the chairman of the territorial election commission voluntarily resigned and was assigned to the city administration.
