The chairwoman of Central Election Commission, Ella Pamfilova, admitted a mistake made in respect to the composition of election commission of Moscow region. She admitted that the decision to appoint the co-chairman of movement 'Golos' Andrei Buzin to the commission was sent to the wrong address.

The chairperson of Central Election Commission, Ella Pamfilova, has proposed Andrei Buzin to the above-mentioned post. On 16 November, she announced the decision at a commission session. However, the governor of Moscow region, Andrei Vorobyov, has excluded the candidacy of Buzin to the election commission of Moscow region in breach of law.

The Prosecutor's Office of Moscow region found no violation when it comes to the governor’s decision as the candidate did not submit all the required documents.

In any case the violation took place, the co-chairman of 'Golos' movement board Arkady Lyubarev said: 'If the CEC had not received the documents, the governor should have appointed six members and one candidate should have been proposed by the CEC.'

The law explicitly states that the governor has no right to reject the candidacy proposed by the CEC. Under the paragraph 9 of Article 23 of the Federal Law 'On Basic Guarantees of Electoral Rights', 'a senior official of the territorial entity of the Russian Federation must appoint at least one candidate proposed by the Central Election Commission of the Russian Federation to an election commission of territorial entity of the Russian Federation'.
